The Department of Health proposes to submit an amendment to the Centers for Medicare and Medicaid Services (CMS) of its Basic Health Program Blueprint. The amendment updates Section 3 to reflect staffing changes in the Department of Health. It also updates Section 5 to provide the list of issuers that will be offering the program in 2018. The amendment makes no changes to the program as it has been operating since January 1, 2016. There is no additional estimated annual change to state expenditures as a result of the proposed amendment.

NY State of Health submitted the following documents to HHS in advance of its Operational Readiness Review/Implementation Review in August 2013. These documents supplement and update the previously posted Blueprint Documents.
On February 13, 2013, the New York Health Benefit Exchange released a Request for Applications (RFA) for the In-Person Assistor (IPA) and Navigator Program, which will provide in-person enrollment assistance to individuals, families, small businesses and their employees who apply for health insurance through the Exchange.
