Press Release: NY State of Health Announces 2015 Health and Dental Plans

Albany, NY (September 22, 2014) -- NY State of Health, New York State’s official health plan marketplace, today announced the insurers offering health and dental plans to individuals and small business owners in 2015. The New York State Department of Financial Services had previously announced the approved health insurance plan rates for insurers seeking to offer coverage in New York’s marketplace on September 4.

“NY State of Health’s first year was a tremendous success, enrolling nearly one million New Yorkers in affordable health insurance coverage,” said New York State of Health Executive Director Donna Frescatore. “One of the cornerstones of this success was the choice of affordable, quality health plans available to consumers through the Marketplace.  We are pleased to announce today the plans that will be offered in 2015, including the addition of new plans and expansion of some of the plans offered in 2014 into additional counties.”

The health plans that will be offered on the Individual Marketplace in 2015 are:

  • Affinity Health Plan, Inc.
  • Capital District Physicians Health Plan, Inc. 
  • Health Insurance Plan of Greater New York (EmblemHealth) – EXPANDED
  • Empire BlueCross and Empire Blue Cross Blue Shield 
  • Excellus (Excellus Blue Cross Blue Shield in Central NY and Univera in Western NY)
  • Fidelis Care - EXPANDED
  • Health Republic Insurance Company – EXPANDED
  • Healthfirst New York - EXPANDED
  • HealthNow New York, Inc. (Blue Shield of Northeastern NY; Blue Cross Blue Shield of Western NY)
  • Independent Health
  • MetroPlus Health Plan 
  • MVP Health Plan, Inc. - EXPANDED
  • North Shore LIJ  (ConnectCare) - EXPANDED
  • Oscar Insurance Corporation
  • United Healthcare of New York, Inc.
  • Wellcare - NEW

The health plans that will be offered on the Small Business Marketplace, or SHOP, in 2015 are:

  • Capital District Physicians Health Plan, Inc. 
  • Health Insurance Plan of Greater New York (EmblemHealth) - NEW
  • Excellus (Excellus Blue Cross Blue Shield in Central NY and Univera in Western NY
  • Health Republic Insurance Company - EXPANDED
  • HealthNow New York, Inc. (Blue Shield of Northeastern NY; Blue Cross Blue Shield of Western NY) -NEW in Western NY
  • Independent Health
  • MetroPlus Health Plan 
  • MVP Health Plan, Inc. - EXPANDED
  • North Shore LIJ (ConnectCare) - EXPANDED

Two health insurers offered on the Marketplace in 2014, American Progressive, which was marketed as Today’s Options in the Individual Marketplace, and Oxford Health Plan in the Small Business Marketplace, will not be offered in 2015.

The Marketplace will also offer stand-alone dental plans.  Those that will be offered in NY State of Health are: 

  • Delta Dental Insurance Company
  • Dentcare 
  • Dentegra Insurance Company 
  • Emblem 
  • Empire BlueCross and Empire Blue Cross BlueShield
  • Guardian (expanded to the Individual Marketplace in 2015)
  • HealthNow New York, Inc. (Blue Shield of NENY; Blue Cross Blue Shield of Western NY) 
  • Healthplex 
  • MetLife (offered on the Small Business Marketplace only)
  • Solstice

Plans offered in NY State of Health will continue to be available in four easy-to-compare metal tiers (platinum, gold, silver and bronze). Plans on the Marketplace will cover doctor’s visits; hospital stays; emergency care; maternity and newborn care; mental health and substance abuse disorder services; prescription drugs; rehabilitative and habilitative services and devices; laboratory services; preventive and wellness services; chronic disease management and pediatric dental and vision. Some plans will offer additional benefits such as adult dental and vision.  Additional details about the plans offerings will be available in October 2014.

Individuals and families with incomes at or below certain levels ($46,680 for individuals and $95,400 for a family of four) may be eligible for financial assistance in the form of federal tax credits to help them pay for the monthly cost of coverage.   In 2014, nearly three-quarters of individuals and families qualified for this financial assistance.  New Yorkers may use the calculator on the New York State of Health website (nystateofhealth.ny.gov) to estimate their eligibility for tax credits; see: http://info.nystateofhealth.ny.gov/calculator

The next open enrollment period for individuals and families begins on November 15, 2014 for coverage starting on January 1, 2015.  Enrollment in Medicaid and Child Health Plus is open all year.  Small businesses with 50 of fewer employees can enroll anytime during the year.
