Press Release: NY State of Health Announces New “Care at Home” Pilot Program


Leverages NY State of Health Platform to Connect Consumers to Safe, Reliable Home Care Services

Program launching in Westchester, Nassau and Suffolk Counties, to be expanded statewide in the future


ALBANY, N.Y. (November 22, 2021) - NY State of Health, the state’s official health plan Marketplace, today announced it has launched a new pilot program called NY State of Health, Care at Home to help New Yorkers shop for safe and reliable home care services for themselves or their loved ones on a private pay basis.  NY State of Health, Care at Home is a simple way to connect with trusted home care professionals from licensed home care services agencies (LHCSAs). The program - which is initially launching as a pilot in Nassau, Suffolk and Westchester counties and will be expanded statewide in the future - builds on the Marketplace’s trusted brand as a source of quality, affordable health coverage for more than 6.3 million New Yorkers. 


“As the Marketplace begins our ninth open enrollment period to help New Yorkers enroll in quality, affordable health insurance, we are excited to also offer this new connection for finding safe, local and reliable home care professionals in Nassau, Suffolk and Westchester counties,” said NY State of Health Executive Director Danielle Holahan. “This program will help New Yorkers access the home care services they need to maintain their independence and stay safely in their homes and communities for as long as possible.”


The program began as a recommendation from the Medicaid Redesign Team (MRT) II that New York create an option, supported by NY State of Health, that will allow individuals to more easily connect to private pay home care services from LHCSAs.  The Care at Home program aligns with the ease and accessibility of the Marketplace, providing consumers with a resource to connect with home care professionals that meet their specific needs and are available in their area.


“Understanding that the choice of a home care professional is highly personal, NY State of Health is pleased to collaborate with Carina, a non-profit technology organization that provides a safe, easy-to-use care-matching service for the purpose of connecting families and individuals who need home care services with home care professionals,” said NY State of Health Care at Home Project Director Michael Greklek.


Home care services provided through this program are considered non-medical in nature and help people with daily living tasks and activities so they can live at home independently. Home care professionals, also known as caregivers, are employed through LHCSAs. Home care providers can help with, but are not limited to, services such as dressing, personal hygiene, toileting, laundry, cleaning, shopping, meal prep, eating and managing medication.


The NY State Care at Home program involves the following steps: 

  1. Browse. Enter a ZIP code to find agencies nearby with available home care professionals.
  1. Filter. Use the available filters to find LHCSAs with home care professionals that meet your specific needs
  1. Connect. Select a LHCSA to message and connect with them. 
  1. Match. If needed, set up a free in-home or telehealth evaluation to ask questions and find the right home care professional for your needs.
  1. Receive Home Care Services. A schedule is made, and services begin. Payment for services is made directly by the consumer to the LHCSA.
