Press Release: NY State of Health Announces New Executive Director as Enrollment Continues to Climb

ALBANY, N.Y. (October 07, 2021) - NY State of Health, New York’s official health plan Marketplace today announced Danielle Holahan has been named Executive Director. This appointment comes after former NY State of Health Executive Director and NYS Medicaid Director, Donna Frescatore, retired after 40 years in state service. A health policy expert with over 25 years of state and federal experience, Danielle joined the Marketplace team in April 2011 during its early planning stages and has played a lead role in its development and operation and has overseen its tremendous growth.  

 

“I am honored to continue the ground-breaking work that we started when NY State of Health first opened its doors in 2013,” said NY State of Health Executive Director, Danielle Holahan. “Since that time enrollment has increased across all Marketplace programs, with one in three New Yorkers now enrolled in coverage through the Marketplace. Together we will continue the work to ensure that all New Yorkers have access to affordable coverage and the health care they deserve.” 

 

One of the nation’s most successful marketplaces, NY State of Health enrollment now tops 6.3 million – a six-fold increase since the first Open Enrollment Period in 2014.  Built as a fully integrated marketplace across public and private programs and one of two states to adopt a Basic Health Program, NY State of Health has helped drive the state’s uninsured rate to its lowest level on record.  

 

During the COVID-19 pandemic emergency, NY State of Health has served as a critical safety net for individuals who lost jobs and/or income, helping them to find and enroll in affordable, comprehensive health insurance.  Thanks to the American Rescue Plan Act (ARPA), the Marketplace extended enhanced financial assistance to current enrollees starting in April 2021 and financial assistance to higher-income New Yorkers for the first time in June 2021. 

 

Enrollment for 2021 coverage will continue through the end of the year and consumers can enroll or renew for 2022 coverage for Qualified Health Plans starting November 16. Enrollment in the Essential Plan, Medicaid and Child Health Plus is open all year.
