Welcome to the NY State of Health Broker Tool Kit.
The administrative guides below will provide information for agents, brokers, and other assistors as they help small groups in the Small Business Marketplace. They provide general guidance and define important policies. The guides may be downloaded and printed or used as desktop resources.
Brokers who wish to sell health insurance through NY State of Health (NYSOH) Marketplace, must be currently licensed by the Department of Financial Services (DFS) and certified by NY State of Health (NYSOH) marketplace. Effective August 31, 2020 NYSOH broker certification courses will be administered by NYSOH completely online and free of charge. The old NYSOH registration process on the DFS self-service portal will be shut off beginning August 28, 2020.
Small group employers may authorize a Broker to work on their behalf in the Small Business Marketplace. This completed and signed Broker of Record letter will need to be uploaded as part of the online Employer Application.
Individuals may authorize a Broker to work on their behalf in the Individual Marketplace. This completed and signed Broker of Record letter will need to be uploaded as part of the online Individual Marketplace Application.
